Capital Health Consulting is excited to welcome a new Vice President, a new Senior Government Affairs & Health Policy Associate and a new Senior Advisor to our team!

ALBANY, NY – Capital Health Consulting (CHC) is expanding to help meet the needs of our many clients! This is an exciting time for our company, and we couldn’t have done it without the support of many along the way.

We look forward to being at the forefront and alongside our clients to navigate.” 

CHC is happy to welcome Caroline Murphy Morelli, Vice President, to the team!  Caroline brings over ten years of diverse healthcare experience to the firm. Most recently, Caroline served as Director of Operations at Mount Sinai Beth Israel (MSBI) in Manhattan where she oversaw the strategic planning and implementation of the consolidation and integration of clinical, administrative and support services programs. Prior to this role, Caroline spent one year at the Mount Sinai Health System in a similar capacity as Associate Director of Strategy and Planning. Most notably, in the Spring of 2020, Caroline served as the Chief Logistics Officer during COVID-19 as part of MSBI’s Emergency Healthcare Incident Command Center.  In that role she oversaw surge space planning, PPE and clinical


supply procurement and stewardship. Prior to joining the Mount Sinai Health System, Caroline spent six years as a management consultant for PricewaterhouseCoopers where she advised providers, pharmaceutical and medical device companies on complex business issues. Caroline enjoys spending time with family and friends, cooking, running and working out and enjoying the outdoors. Caroline grew up in the Capital District and recently relocated back to the area.

CHC is also happy to welcome Demitrios “Jamie” Papapetros! Jamie serves as the Senior Government Affairs & Health Policy Associate and brings eleven years of deep legislative and policy experience. Most recently, Jamie served as Legislative Assistant and Director of Research and Communications at Richard J. Gallo/Gallo Associates, specializing in health and mental health policies. Jamie is proficient in managing client priorities, meticulously organizing and tracking legislation and is adept at drafting poignant and succinct legislative memos for an on behalf of his clients. Jamie’s successes include his work on legislative and regulatory initiatives to advance the implementation of the federal and state mental health and substance use disorder (MH/SUD) parity laws, including the enactment of the Mental Health & Substance Use Disorder Parity Report (MH/SUD) Act in 2018-2019. Jamie serves on the Board of Directors of the Mental Health Association of NYS (MHANYS) and is active in other community activities.


Jamie enjoys running, cooking, and spending time with family and friends.

CHC is also happy to welcome Keith Servis! Keith joined as a Senior Advisor and brings over thirty-six years of government leadership experience to the CHC team. In his most recent position, Keith served as Deputy Commissioner of the NYS Department of Health’s Office of Primary Care and Health Systems Management (OPCHSM), leading the organization’s initiatives, policies, and programs to ensure access to high-quality care and services and support a strong, stable delivery system in New York State. Prior to becoming OPCHSM Deputy Commissioner, Keith served for 12 years as Director of the Office of Professional Medical Conduct. In addition to his more than 34 years at NYSDOH, Keith helped establish a newly created State agency known as the New York State Office of Science, Technology, and Academic Research (NYSTAR). For over ten years, Keith was a successful high school basketball and golf coach, as well as coaching soccer in Clifton Park, NY’s highly regarded club program.  He spends his time enjoying life with his family, running, and forever chasing the perfect round of golf.
